I half understand your sentiment and although your post includes a rhetorical question ie 'is it a warning of things to come' I refer you to an extract from the recent state change of rules
The Ministry of the Environment, in co-operation with the Ministry of Industry and Trade have recently stipulated the condition of maximum finalization of final products in the Czech Republic, to include processing, for private miners who have previously obtained permission to set exploration areas.
This doesn't sound like a populist nationalism agenda to me.
Isn't it a coincidence that this clause was included in the recent rule change just before they announced that the memorandum was invalid? If they want to cancel the MoU (which included all processing to be carried out in CZ), they needed this important clause to be covered elsewhere!
