The latest amendments to these new regulations were signed and released around the 12th January 2018. CN Docking and GPX went to Tanzania to discuss the details of the regs with the government on the week beginning the 29th January - quote from the GPX announcement on the 17th Jan "to discuss various issues raised by the amendments to legislation governing the mining industry". You don't think that CN's and GPX's lawyers weren't fully versed in the new amendments prior to going to Tanz to have these discussions??
Following the visit, the MD has specifically mentioned March as being the period that the parties will sit down to ink some documents, language which is forthright and precise - something you most likely wouldn't do if you were of the impression the other party is not on the same page.
Just because someone has spelt out the amendments for Joe Public to digest in mid February, a month after they have been signed off, doesnt mean GPX and CN have not been across them and are flying blind. As far as we are aware, no party has walked away from this project.
