Teddy, my info came from a contractors employee that was working near the area, I believe it to be a pretty strong source. Yes, helicopters are an option but add significant cost and lack the scale to handle major equipment required.
I'm hoping they are able to recommissioning it sooner rather than later, the economy needs it.
