My bet is that, especially seeing as GMV commissioned the report, they wish to revise the statement on financials that proposes debt financing rather dilutive capital raising, as they should really have debt organised before making statements such as that; and if they do have, even conditional, approvals in place; then they have flaunted regs by not announcing it thru ASX channels first.
