They didnt really have much other choice than to JV with the amount of Shares out there to address the $$.

1) Another CR with further dilution?
2) SPP - dilution?
3) Consolidation? unpopular and further dilution?

I hope they JV on really good terms. If they give away 30% of the project for .003-.004...then that would be bittersweet. If the terms are good could push the SP higher.

Cant see how a JV gets permits progressed though.
