"We hope to have some sort of decision..."
Absolutely right. "We hope" is not "We will". There is no certainty in "We hope". It is not absolute!
Of more certainty is the word "potentially", and can be used legally to make reasonable inferences from previous results and historical information. Therefore, if AVZ has been whacked with a suspension for "hoping to have some sort of decision" this is really clutching at straws!
