    Everyone gets subsidies.

    If you have kids you get child care allowances, if you have a farm you get tax allowances, if you have a property you can negative gear or if you have a business you can claim an endless amount of deductions.

    Carnegie or any company can apply for and receive grants or can ask for tax reductions if they bring their business to town.

    Losses are able to carried forward infinitum until such time as you need to offset a profit.

    That’s the way businesses start and then get a leg up from the tax man
