Ok, here is a possible clue on economic feasibility discussion. Let's take South China Sea for example, where RE resource is also reported abundant. Since China has demonstrated the capability of sucking huge amount of sea-bottom sand and building islands in a fairly short time window, given the same technology and equipment, would not it soon be economically viable for mining purposes?
