I haven't seen the RBC note but as you point out they have brought forward maintenance and should be selling into a stronger market. It's been a blow but deferring some income isn't the end of the world. WPL copped an upgrade from Morgan Stanley now that their analyst has accepted their growth story. They are basing the upgrade on flat prices so material upside with firmer prices. OSH will be the same.
