Considering it is WA. Im not sure if this was a temporary access rd or something which is more of a permanent solution to provide light access even when inundated (future). So, keeping that in mind it may offer the potential to upgrade those works to heavy vehicle in due course.
A lead to access that ground and conditioning of departments to eventually upgrade without ruffling feathers too much. a about face i appreciate, but sometimes it is just how it rolls.
