A lot of stations in the outback have their own grader . Need to keep their roads up or they can't get the road trains in to sell their cattle . If it is a private road no permit needed .If it is a public road the local council or the state govt (Main Roads ) does it .
Even at 3000 bbl/d Quad traffic not that heavy , only 4 into and 4 out of Ungani each day . They will keep the grader and gravel trucks around when they start as there may be soft spots not obvious to light vehicles that they have to fix up . Probably have a dozer about at the beginning to tow out the any that get stuck . They will have some idea after the Quad goes in to to pick up the first load if the road is ready .
Wonder how the highway repairs are going between the gravel rd into U and WBH ? Could slow down trips a bit .
