I'd guess its related to the size and commerciality, after all the farmin to Gabon is not completely final as per the announcement.
I've seen it continuously in my decades in the industry (exploration geologist) that minor parties definition of discovery is very different to that of majors. I've been involved in several tiny noncommercial discoveries, so small they could never justify a development well if there was a facility next door, but the junior parties released the results as discoveries to the market... this is not unusual.
Lets also remember in WPLs quarterly (or one of their reports last year) they did highlight Fan South as disapointing. WPL has mentioned a lot on Senegal over the last year, don't compare the volume of releases to the junior partners, but to WPLs other projects and the amount of airtime these have receive.
