No the bend is fine. They completed the bend, drilled 30m into the coal at 80 degrees (ie nearly horizontal), ran casing and cemented it. They've drilled a couple of hundred metres into the horizontal section and they are saying the first 50m of that was broken up by the previous cement job, so they need to cement it again.

I presume they will be doing something different this time to avoid this 50m of extra cement causing the next 50m of wellbore to collapse, and so on down the length of the horizontal!
