MCC an interesting one. Wouldn't have thought they'd throw their hat in the ring
NHC have history of being stingey with bids, but given they missed out on MCC, they might be a bit more forceful in pursuing NEC
The WICET port allocation, although small, is very significant, as NEC will be allocated larger capacity, from stage 2 onwards
NHC aren't a part of this, and obviously want in on the action
