    I agree with your comments Moosey, except that to me I would bet that it was one of the due diligence mob going over the fine print that bought it to Silex's attention.
    Maybe Silex and the GEH lawyers were out foxed on some master plan . or maybe the US Gov really wants an enrichment tech that can compete with Russia an China commercially an will amend.
