A lot of these companies just don't have big (or any) external affairs/pr units. You'll find a secretary drafting releases and the CEO is approving them. And for shareholders it's not a bad thing not having expensive spin doctors on staff. They'll just outsource major reports and presentations to agencies. The focus is on lifting the share price through business development not PR.
