My understanding is that when you are designing a house using TAD (The architectural designer), it tells you how much waste a certain design would create. Therefore, by extending the walls of a room by an amount would allow for a block to be cut at a length where the other half is usable.
So in theory, you could make the rooms bigger and reduce waste.
