    Look I understand the concerns, but differentiate between rain and water at depth. I think that the company and regulators concerns have been water content at depth as the ground has to support the weight of the dam wall and the weight of the water while remaining stable. A lot of dams have failed due to too much subsurface water destabilising construction. Just as that water takes time to decrease, it also takes time to increase, so the drying period is last year's rain. The rain coming will take several months to penetrate and make the ground unsuitable to work. If construction starts in the next few weeks, even if there is some rain it should be able to be completed.
