But genuinely surprised it wasn't filled more. (I understand why it wasn't....)

Interesting to note that:

Placement of Shortfall Shares As advised in the offer document released on 19 February 2018, the Directors reserve the right to place any Shortfall Shares at their discretion within 3 months of the Closing Date.

Maybe they'll secure what they want, and it will fill? Let's see what happens in the next 3 months!
