This is a common practice by Deutsche Bank and is of no concern.
In schedule 2 of the announcement you'll see that DB has loaned shares in a brokerage agreement to Kima Pan Asia Offshore Fund. The lending of the shares has decreased DB holdings, and has put them under the 5% substaintial holder numbers for the time being, This has triggered the requirement to let the market know of the change.
Deutsche bank will become a substaintial holders again once the lender returns the shares.
