Seems to be a purely symbolic public relations exercise.

They are “breaking ground” yet they need to do engineering, construction and procurement via lend lease.... which could take months..

I doubt they would move dirt around or clear and grub stuff without the civil guys looking at the design. Possibly they are clearing based on study drawings which happens if they fasttack a project (you just hope nothing moves in this situation otherwise it’s a nightmare).

Be cool if they showed a montage of all projects and / or mini construction film Of each project.
