that's the whole point - capex wise they are much cheaper, can be put into existing warehouses/buildings (in this case they are leasing both sites hence no building construction costs) so the capital required is just to build the data centre.
So cheaper, compact, can fit in existing sites and much faster to build
Each centre from memory will have 1000 racks which is the same as a "traditional" data centre that is , like you correctly point out, hugely capital intensive (as well as large physical size)
