No, it's quite clear in the notices. The borrower has the power to vote unless instructed by the lender. While the broker holds the shares they have the power, hence this notice.
In this case somebody changed their mind.
Not sure what's going on with the business but I'm inclined to believe its sour grapes from Cohort who were paid way too much money for their business anyhow.
