No, it means they are following a systematic engineering process to reach their final goal and doing it properly the first time. There are actual steps to follow in a systems engineering cycle, you don't jump straight to a product's final build. Also, I have a feeling they haven't given the actual speed because they still don't know what the possible upper bound of technology is. (But we do know the lower bound is - 100x current market speed)
