It all comes down to the platform they are promoting, it might be successful or not. No one knows for sure. We all agree that if it goes well, we're gonna see a huge jump in the share price and if it doesn't the share price will drop. The thing is that "Risk to Reward Ratio" is quite good. If it goes well, the share price will easily be 1.5 cents and if not it won't go below 0.002 so you risk one dollar to get 5 dollars, also the chance of success is well above 50%. Considering all above this is a sound entry signal but you might be happen to be right on this one although your general approach guarantees your loss in the market in the long run.
