There is a possibility you are right, ive thought it a few times, but i have also read that the kingdom recently found some illegal mining operations being conducted and issued massive fines, so there is also a possibility that everyone is under scrutiny right now and being ultra careful about following due process to the letter.
Either way it is clear that Alara are going to get the license and more, they seem to have a key consultative role in all of this.
