The sluggish progress since Danny Goeman's optomistic comments in early January suggest other events may be unfolding. Any potential predator would need to get the blessing of the Eritrean Goverment before any offer is to succeed, because any government can legislate to reverse the represetation on the Board if they don't like the suitor.
Such an offer is possible for a Tier 1 asset like this by a big player and the suitor would probably want to expand the project immediately, as more revenue to the government would be an attractive sweetener.
No formal or informal approach needs to be made to Danikali at this stage. I have never thought finance would be a major problem - so I am speculating some other delaying events may be unfolding behind the scene.
