From my understanding, a closed Distributed ledger, while using the same building blocks as "block chain", is far more secure than the bitcoin blockchain that is now in existence. It is certainly not a public transaction ledger.
The ASX has decided on DLT for a number of reasons, not least which is to reduce the amount of time stock brokers spend in back office reconciliation functions. DLT will also allow the ASX to go real time settlement. That releases a whole lot of capital.
