Unless another WA company is geared to EPC for this specific technology, they might have trouble getting a submission ready in time.
When submissions for the Albany wave project were called, the timeline for submissions was so tight as to all but rule out all other contenders other than CCE. Granted, there are more companies that do solar energy and storage than wave energy.
No other WA company that I am aware of would be as prepared as EMC for this specific task. A short submission time would suit EMC.
I would expect any submissions would need to meet a minimum standard and a degree of standardisation across all sixty SPS projects. EMC have had several years of experimentation to build up the knowledge required for that task.
