Lets be completely honest, ARV dont have a plan, not a real plan like other companies have, that is focussed on a goal. It changes from month to month.
Right now DL 's focus seems to be to get the first nuggets out of the ground. This will give him bragging rights, and might create the impression amongst the impressionable that ARV has hit their straps and its all good from here.
Will there be enough impressionable new buyers in the market to return the SP to near it old high, at least temporarily?
