I think that the JW interpretation here is probably reasonably close to the meaning the Bible authors intended.
That said, the reality is that the Scripture does not offer any understanding of the nature of the Holy Spirit and does not actually describe in any way what the Holy Spirit is or what God is or the nature of Jesus. In theology the Scripture provides a specific meaning to certain people and they will fight tooth and nail to press their rightness of understanding.
Scripture at best provides a humanised concept of an unknowable phenomina.
