    No, Norwood doesnt pay an upfront fee for a "partnership". Basically Fon is offering Wi-Fi network access to Norwood at wholesale rates, and Norwood will sell it at retail rates to consumers via World Wi-Fi. As is in the announcement the underlying cost structure (wholesale) is aligned to the subscription payment model.
