China has massive over capacity in all things RE, why else have they had inspection teams all over the country shutting down operations outside the Big 6, incl most of the ostensible "recycling" operations that were a major conduit for "illegals". Estimates 300ktpa capacity has been reduced ~200ktpa, still virtually 2x production quotas.
