I think you've missed the point of sharing the 2nd link. Perhaps focus on who is researching carbon reinforced concrete and the reference to CNT's in the article, not so much on the woven carbon FIBRES. The fact that carbon is being pursued is the main takeaway.
The first link was intended to give some idea of potential cost to produce CNT's and the possibility that CNT's may become more main stream via other producers in time if they are marketable (can find a market at a saleable price). Accelerated acceptance would be ideal right now.
Re OZ, I'd like to see Boral (for example) bring CNT reinforced concrete into the mainstream and develop concrete mixes and a certification pathway with EDE. Probablem is, worldwide, nobody seems overly interested.
