I think they actually fall under the jurisdiction of the same govt dept, i.e. the same boss, although technically independent. Pretty sure you would say they are aware of each other and what they are doing.
All in all, if BARDA are giving them lots of money and FDA is giving extended compassionate use, then .... maybe join the dots and make an educated guess?
