Actually from experience I can tell you that just 300 milliseconds of latency can interfere with all sorts of processes from both the OS and also the apps. Apps do not account for latency issues. They expect packets to arrive one after the other. When you have latency issues the packets become jumbled and each jumble causes more issues to UN jumble and catch up. I could explain more but I am on my phone currently. Let me assure you that these types of issues are extremely important in handling data of any type especially video as the streams are huge and packet expectation is high.
