The revolving debt facility (for R & D) is $4 million, so as long as some of their revenue and tax refunds goes into servicing the debt, they should be able to borrow many multiples of the amount (if required).
As long as they don't max out the credit card for too long, they should not be paying a lot of interest and there is no waiting.
