Whilst you'd have to think that Carnegie/EMC are well placed, I'd be surprised if WP offered 60 to a single Vendor. Judging by the Ministers comments, there are much more than 60 in the pipeline so it may be used to develop a competitive market. 2 or 3 vendors?
As for price, somewhere between the two figures above sounds about right IMO.
