agree, but the whole argument is that VIC put a blanket ban on gas exploration and extraction. They were aiming and banning fracking which is a bloody distorter for the environment.. but in the process, disadvantaged completely safe and environmentally 'freidnly' conventional drilling. Its a compelling case and they deserve to walk away with the win. To me its black and white, and I suspect (if the argument was put forward in this light) that the ruling won't take long.
