Having a facility is not core to importing medicine.
Visiting the facility does not accomplish much IF somebody else you trust can visit it, OR is in charge. So that's also debatable.
Nothing is so simple you see. This is why you pay big bucks for leaders, it's non linear.
Facility is important therefore AB must visit is not a correct statement, I'm sorry.
