It's not fair to put this at the governments feet. There is always some swindler who'll try to profit from weak spots in government policies. Maybe the governments created an opening for these potential market conditions, but no body forced these "reputable" businesses to exploit them. Plenty of other business haven't. As you say greedy and unsustainable.
