question is a valid one
there are lots of reasons people don't hold shares in companies they work for but i cant see there being a legal impediment [except maybe pollies]
employees directors etc can hold them so why cant subbies or consultants
there are windows when they [insiders] are not allowed to sell them but to my limited knowledge no laws against holding them.
maybe some questions are harder to answer than others and not because they dont want to but maybe because there is no way than can unless its an announcement to market and perhaps they arent in a position to do so.
