    I do not believe they would announce both at once. The outcome of this would be a watering down of potential results.

    If the 3rd license has arrived you will likely see an acquisition announcement first and foremost, while completely separate.

    Once the SP has stabilised from any movements on this news, a separate announcement will his the market announcing the 3rd license, to allow a second, independent SP run.

    That may see us in AC8 territory imo.
