Working backwards, would KE recently have managed to get 25Mil to go drilling without providing a mining licence.
The Chinese are very diligent also, and before MOU's, travelling to DRC, they would have made sure they are not chasing shadows.
I guess before you hire a vehicle, they ask for your drivers licence as part of diligence...not familiar, but I assume this works in mining also
