The main point is that industries in china, like textile etc. will move from east to west (next to the OBOR) because there is a lack of workforce. In short, they move where the workforce is and with OBOR initiative will have direct access to a larger market with a cheaper transport costs.
The west has water issues and doesnt have enough water for these industries. Thats where CLQ steps in the game by optimizing water treatment to make it available for these factories.
One road one belt starts from the west. Roads will be built to give these factories access to.
Please note that each company has to provide his water footprint to the government.
