i think it has less to do with CFDA (that will come when it comes - its almost baked in), but more to do with finalising the details of the deal with OFDA and the details of the CR. Who knows, maybe they are getting new shareholders lined up / participants into the CR ......they havent announced the corporate finance people for the CR (rememebr the trumplike announcement - "we only use the BEST brokers....")
