I've looked through some t/o info and I am led to believe that final means no increases as a bidder would be misleading shareholders who might sell on market with that information if they then raised the offer..

I'm sure there are loopholes and certainly the matching provision looks promising but can you elaborate on how ozl might theoretically increase this offer to a point that they might get the acceptance that they are targeting ...
