You are right this looks like takeover move by cat because the thing is that if you research cat you will find out they never did a manufacturing deal with any company
it is always the whole company or nothing, I have been searching all the previously taken over companies by cat and non of them had a manufacturing deal cat just jumped on em!
It could be that pivac is trying to stand his ground and maybe cave in if cat says no to a manufacturing deal unless he sells fbr.
