Active noise cancellation is achieved by effectively removing sound. A mic pics up ambient noise and plays it back 180 degrees out of phase to cancel out the ambient sounds.
Dynamic noise control is achieved with amplification. Its dynamic because you can isolate and change the frequencies which are amplified.
