I believe bed leveling is needed to ensure the barges can operate at good speed and volume. Seems that it was running a little late, maybe due to the weather. Last updated mid March. Leveling due to complete late April. This is supported by the fact that that only barges/tugs (light blue markers) show in recent time stamps on various boat tracking sites.
